Well P&A Technology Qualification Framework – Issue 1
At a glance
A standardised approach to qualifying new materials for responsible well decommissioning
New or modified technologies introduce uncertainty. In the context of well plugging and abandonment (P&A), where safety and environmental integrity are paramount, it’s essential to demonstrate that these technologies will perform reliably within defined limits.
The Well P&A Technology Qualification Framework provides a clear, evidence-based way to simplify the approval process, enabling the use of new or modified alternative materials for permanently plugging and abandoning oil and gas wells.
Developed in collaboration with Astrimar and input from operators, regulators and technology developers, the framework aligns with recognised international standards. It provides a structured pathway to demonstrate technical readiness and reduce deployment risk. Designed to be flexible, the framework applies broadly across all barrier and material types and can be adapted for use in multiple regions.

The first qualification framework designed specifically for P&A
The guidance outlines a six-step qualification process, through from concept to deployment. Each step in the framework is supported by an interactive worksheet, with defined roles and responsibilities for developers, operators and regulators.
- Assess technology maturity and close evidence gaps
- Identify risks and testing requirements
- Generate performance data for confident decisions
- Streamline regulatory engagement for faster adoption

The qualification process
A six step process to accelerate P&A technology qualification
1. Candidate technology identification
2. Technology specification against requirements
3. Assessment of technology maturity and qualification gaps

4. Assessment of failure modes
5. Identification qualification and risk mitigation actions
6. Technology qualification evidence and deployment checklist
How to use the framework
The following supporting documents go hand-in-hand with the core guidance, providing clarity and further support for users of the qualification framework.

Requirements Help Sheet
Provides examples of well-written requirements, along with guidance on using the requirements worksheet. Covers both general functional requirements and those specific to the operator.
Well Barrier Technology Readiness Level (TRL) Assessment Help Sheet and Definitions
Provides TRL definitions and a high-level overview of how to assess and apply them using the worksheet referenced in the core guidance document.
Deployment Checklist Help Sheet
Presents a structured set of example items to guide the creation of tailored deployment checklists for specific technologies and applications.

Methodology
The framework was developed in close collaboration with Astrimar, an independent engineering consultancy with expertise in reliability assurance and technical risk management.
Astrimar contributed technical input throughout the development process, drawing on experience in supporting technology qualification from early-stage development through to deployment.
It has also been shaped through consultation with industry operators, regulators and technology developers, and is aligned with established international standards, including, but not limited to:
- DNV-RP-A203: Technology Qualification (2021)
- OEUK: Guideline on Use of Barrier Materials in Well Decommissioning (Issue 3)
- API RP 17Q: Technology Qualification (2018)
- Lloyd’s Register GN-001: Guidance Notes for Technology Qualification (2022)
- Bureau Veritas NI525 R01: Risk-Based Qualification of New Technology (2020)
